Ongere joined OTF as a Program Manager in July 2023.

Ongere previously worked as an Arts, Culture, Media, and Digitality strategist at British freedom of expression think tank ARTICLE 19 and Dutch INGO Hivos. In these roles, he led teams, designed and executed projects, conducted lobbying and advocacy campaigns to the African Union and United Nations levels, led trainings, and creative campaigns on freedom of expression, access to information, community media, digital rights, artistic freedom, right to association and assembly, and LGBTQI+ rights, among others.

Ongere holds an MA in International Relations (Cum Laude) from United States International University-Africa. Some of the digital rights programs he has participated in include the Oxford Media Policy Summer Institute (Oxford University-2019), Berkman Klein Center Research Sprints (Harvard University – 2022), and the Africa School of Internet Governance (APC – 2018).
