As General Counsel, Donny provides guidance, review, and oversight of contracts, policies, and procedures to ensure that OTF is operating within the law.
Prior to joining OTF, Donny was a lead Contracting Officer for FHI 360, providing legal support for a portfolio of domestic and international contracts, grants and cooperative agreements across multiple federal and commercial funders. He previously served the North Carolina Department of Health and Human Services as the Contracts Team Lead for the Office of Minority Health and Health Disparities. His background also includes consultant attorney roles with Huron Consulting Group and Apex Tool Group, as well as contract negotiation with RTI International. Additionally, he studied international law, human rights and comparative law at the University of Strasbourg in France and at the Hebrew University of Jerusalem in Israel.
Donny holds a Juris Doctor from Regent University School of Law and a Bachelor of Arts in Media and Communication from N.C. State University. He was admitted to practice law in the State of North Carolina in 2012.
