Ben Lynch joined OTF as the Surge and Sustain Program Manager in 2023. 

In his role, he oversees the Surge and Sustain fund and works to fund the implementation of circumvention platforms in locations experiencing high levels of internet censorship. He also supports OTF’s general approach and funding related to new internet circumvention platforms and technologies.

Ben’s background is at the intersection of technology, governance, and rights. Prior to OTF, he spent six years at the National Democratic Institute working on the implementation of technology in programs related to topics such as internet freedom, election monitoring, and civic engagement. His skill set includes designing, managing, and implementing international development programs focused on technology, and technical knowledge of building applications and product development. Ben also spent two years as a Peace Corps volunteer in Lesotho teaching math and working on health projects. He previously spent time at the Baker Institute for Public Policy researching Middle Eastern affairs and foreign policy, and also has a background in policy advocacy at the state and federal level.

Ben holds an M.A. in Democracy and Governance from the Government program at Georgetown University, and a B.A. in Political Science and Philosophy from Rice University.
