As a Senior Information Controls Fellow, Michael worked with the Oxford Internet Institute to research internet shutdowns.

To better understand how researchers could classify and frame different types of shutdowns, Michael wrote a paper exploring the elements underpinning the terminologies and taxonomies of shutdowns. He also created an interactive database which brings together network data on censorship and other relevant data, such as the occurrence of protests. Furthermore, the project explored shutdown literature using bibliometric analysis and provided an overview of the networks and linkages in the literature.

The outputs are summarized in a blog post on the OTF website.
