The Open Technology Fund is seeking an experienced, curious, collaborative, and engaged Digital Security Coordinator to lead OTF’s efforts to support the unique digital security needs of USAGM’s media networks and their journalists, including: the Voice of America (VOA), Radio Free Asia (RFA), Middle East Broadcasting Network (MBN), Radio Free Europe/Radio Liberty (RFERL) and the Office of Cuba Broadcasting (OCB). The Digital Security Coordinator will collaborate closely with USAGM’s media networks and journalists to understand their digital security needs and priorities, provide tailored support, and gather user feedback to improve and refine OTF-supported technologies.
The Digital Security Coordinator must have extensive experience designing and conducting digital security interventions; as well as hands-on experience with systems security and implementing customized technology-based solutions. The Digital Security Coordinator must have a deep understanding of the unique digital security threats and challenges faced by journalists around the world; as well as extensive working knowledge of the technical needs of journalists, their sources, and their audience members.
The position requires a passion for working collaboratively with diverse global communities who are actively countering threats to internet freedom, independent journalism, and a free press. The Digital Security Coordinator should have broad networks with individuals and organizations working to protect the free flow of information, free speech, free expression, a free press, and other human rights in repressive societies around the globe.
The ideal candidate for this role will be a gifted and respectful collaborative partner, a brainstorming colleague, a resource for creative solutions, and a committed hands-on problem-solver to ensure the networks are able to maintain robust security, privacy and safety throughout the media life cycle.
The Digital Security Coordinator reports directly to OTF’s Vice President.
Coordinate Digital Security Support
-Develop and lead the implementation of a strategy to improve the digital security of USAGM news networks, including Voice of America, Radio Free Europe/Radio Liberty, Radio Free Asia, Office of Cuba Broadcasting, and the Middle East Broadcasting Network.
-Oversee the selection and management of needs-appropriate internet freedom expert consultants to support and respond to the digital security priorities of USAGM’s media networks.
-Develop, oversee, review and/or assist with security audit processes for media networks to assess digital security vulnerabilities and priorities in collaboration with the networks. Compile and assess security audit findings to provide recommendations and develop remediations strategies.
-Ensure full transparency through engagement, communications, coordination, and follow-up with network leadership, key departments, bureaus, and/or staff.
-Manage remediation plan implementation in close coordination with news network leadership. This may also include leveraging existing OTF-supported tools, services, and digital security resources and/or creating new, tailored resources.
-Create or assist in the development of a realistic and appropriate maintenance plan in coordination with selected technology projects/services and news networks to ensure sustainability of implemented technical solutions.
-Work with news network leadership and/or IT teams to create and implement a security policy to cultivate consistent digital safety practices among news network staff as appropriate for each organization.
-Foster relationships and create processes to monitor broadcasters’ internet freedom challenges, and prioritize response and remediations.
-Collaborate with OTF staff and contractors to make use of internet freedom technology products and services available to serve the needs of the networks. This may also include creating new OTF products and services, as appropriate.
-Work closely with the OTF Rapid Response program to respond to urgent digital security threats or needs from news networks when they arise.
-Support OTF’s funding process by reviewing applications, participating in regular OTF application review calls, and conducting application due diligence thereby integrating the network experiences, challenges, ideas and feedback into OTF’s main body of work.
-Manage, and coordinate a portfolio of Internet freedom technology-focused projects, internal initiatives, and fund or lab programs, including project development, onboarding, monitoring, payments, and closeout tasks.
-Represent OTF at relevant events, code sprints, hackathons, forums, and other relevant convenings worldwide, as appropriate.
-Follow key developments and debates related to digital security, journalism, USAGM network operations, audiences, and Internet freedom; identify new opportunities and challenges; keep abreast of the academic and popular literature relevant to OTF’s mission; and share key findings and lessons among colleagues and the field.
-Continually learn new skills and share knowledge to help improve and advance team practices.
-There will be many opportunities to travel and some may be required.
The Digital Security Coordinator is expected to fulfill other essential duties as discussed and assigned by OTF leadership.

$87,000 - $113,000 commensurate with qualifications and experience. This is a full-time position for employment. OTF seeks exceptional applicants and offers competitive compensation and excellent employer-paid benefits.
