Serval allows users to communicate when the usual mobile phone network is unavailable, as in disaster situations, remote areas without infrastructure or political unrest that results in communication blackouts.

Serval allows users to communicate when the usual mobile phone network is unavailable, as in disaster situations, remote areas without infrastructure or political unrest that results in communication blackouts. The strength of Serval is in its encrypted store-and-forward messaging capabilities. Users can send a message where no infrastructure exists and that message will get passed on to other Serval users, even if it is days before they cross, until an infrastructure exists to deliver the message to its final destination. As a part of this contract, the Serval team will build a working mobile device­ to ­device messaging app that takes advantage of the new bluetooth capabilities in Android phones.
