Many governments in the Eurasian region tightly control online spaces, using advanced technologies ranging from deep-packet inspection (DPI) surveillance to localized and nationwide shutdowns and internet filtering. Local civil society groups and independent media are also facing mounting digital security attacks, including the persistent hacking of social media accounts and devices, as well as digital surveillance using spyware and advanced phishing campaigns. However, the capabilities of these communities and local digital security providers to mitigate and resolve such attacks remain inadequate.
To fill this gap, this project will strengthen the digital security ecosystem for civil society and independent media in the region, with a focus on building a nucleus of localized cybersecurity expertise, strengthening professional networks of cybersecurity practitioners, and expanding awareness of threats and mitigation solutions. This includes:
- providing long-term technical cybersecurity monitoring, research, and analysis focused on vulnerabilities of local civil society organizations and media;
- developing and maintaining a tailored cybersecurity monitoring solution on locally-originating digital security threats;
- establishing a regional network of focal points among beneficiaries to coordinate rapid response efforts and promote technical expertise, information sharing, and partnerships; and
- strengthening community awareness through practical outreach and early notification.
