Universidad Católica del Uruguay is organizing an undergraduate research program to understand the wider trends of Domain Name System (DNS) blocking in Latin America and how these trends may be related to state censorship and human rights abuses.

Specifically, students and their mentors will investigate the main DNS blocking practices and methods, and the technical and strategic rationales employed by different ISPs and network operators in the region. 

Planned outputs include:

  • a platform to measure and detect DNS blocking practices; 
  • typologies on DNS blocking methods and techniques in the region;
  • a report detailing the political, economic, and human rights implications of these measures.
