In the wake of rapidly evolving censor capabilities in authoritarian contexts, improving the agility of VPN technology development and deployment is imperative to preserve access to the free and open internet. This project will improve censorship resistance in OpenVPN deployments (OpenVPN is a widely used VPN protocol) by developing and integrating new circumvention techniques to their code base. They will also launch a new VPN, which provides censored users access to the open internet, and real-time data on the relative effectiveness of different circumvention strategies. The result of this project will be an arsenal of anti-censorship techniques that can be seamlessly deployed, which will make authoritarian censorship more onerous, costly, and less successful.
